How is a license associated to a user?

A license is a combination between Salesforce user and a WhatsApp phone number.
Meaning, if one Salesforce user has multiple phone numbers, he'll need to have multiple Tuvis licenses.
It's the same the other way around. If someone has 1 WhatsApp number used by multiple SalesForce users, they need to purchase multiple licenses.
